I. SENATUS CONSULTUM ad PROVINCIAM BELGICAM CONDENDAM (21 Iun 2754)

Senatus secundum Capitulum VII Sectionem I Regulae Societatis Viae Romanae hoc consulto provinciam novam Belgicam creat, et mandat ut Comitia Provincialia illius provinciae voluntate populari nominent Praefectum ad approbationem Senatus. Provincia Belgica territorium nationale Regni Belgici et omnes in eo sodales Societatis comprehendat. Senatus precatur favorem Dii Deaeque Romae in Provinciam Belgicam nostram.

The Senatus in accordance with Article VII, Section I of the Regula of the Societas Via Romana by this consultum creates the new province of Belgica, and orders that the Comitia Provincialia of that province nominate in accordance with the popular will a Praefectus for the approval of the Senatus. The Province of Belgica shall include the national territory of the Kingdom of Belgium and all members of the Societas therein. The Senatus prays the favour of the gods and goddesses of Rome towards our Province of Belgium.


II. SENATUS CONSULTUM de SITIBUS RETIALIBUS (21 Iun 2754)

I. Situs interretialis Societatis Viae Romanae erit http://www.societasviaromana.net. Tesseras huius situs dabit possessor situs censoribus, aedilibus et illis quorum est cura rerum retialium collegiorum provinciarumque.

II. Tesserae quotannis mutandae sunt.

III. Erit situs reservatus ab aedilibus electus, ad usum ad tempus in casu impedimentorum seu technicorum seu securitati pertinentium apud situm principalem. Nemo praeter possessorem situs et aediles tesseras huius situs scient.

IV. Si novus situs vel nomen regni necessarium erit, vel si alia arbitria de loco securitateque situs necessaria erunt, res a Senatu statuenda est.

V. Aediles tenebunt quod in situ inest et in computatro suo et in disculo reservato vel disculo compacto vel taenia magnetica.

I. The site location of the Societas Via Romana shall be http://www.societasviaromana.net. The password information of this site shall be given by the site owner to the censores, the aediles, and those having responsibility for the web sites of the collegia and provinciae.

II. The codes for both locations shall be changed each year.

III. There shall also be a backup site, chosen by the aediles, which will be used temporarily in case the principal site malfunctions or in case security problems have arisen. No one except the site owner and the aediles shall know the password information.

IV. If a new Main Site, a domain name or any other decision concerning the site's location or security is necessary, the Senatus shall determine the matter.

V. The aediles shall also keep the content of the site in their own computer and on a backup disk, cd-rom or tape.


III. SENATUS CONSULTUM de SINGULIS PRIVATIS CONSERVANDIS (21 Iun 2754)

II. Urbem vel similem locum habitandi sodalis sine singulis de via et numero domi licebit censoribus administrationi provinciae in qua habitat ille tradere.

III. Omni sodali tradenda est inscriptio cursualis vel electronica vel cursus publici traditionalis, quam licebit censoribus et omnibus magistratibus publice omnibus ostendere, sed non negotii causa.

IV. Praetoribus iudicantibus licebit omnibus singulis de sodale in casu implicato petere de censoribus et illa accipere.

V. Censoribus licebit singula de sodale tribunali publici potentiae alienae tradere cum assentione Senatus.

VI. Haec singula licebit nullo magistratui Societatis postulare a sodale vel aliquo qui volunt sodalis fieri: numerus nationalis identitatis, numerus syngraphi viatorii, numerus diplomae vehiculis gubernandis, numerus assecuratio socialis vel valitudinis, et nomina alii in familia qui nonsunt vel volunt sodales fieri.

VII. Si censor vel scriba censorius contra provisiones supra huius consulti egerit, delictum erit cui nomen "divulgatio illegalis singulorum privatorum". Poena erit non minus quam dimissio ex magistratu, et expulsio quoque ex Societate erit iudicabilis. Si reus iam neque censorneque scriba censorius erit, aut si divulgatio erit negotii causa vel publicae potentiae alienae sine approbatione Senatus, hoc vocabitur "divulgatio illegalis singulorum privatorum aggravata" ac poena non erit minus quam expulsio ex Societate.

VIII. Haec singula licebit nullo magistratui Societatis postulare a sodale vel aliquo qui volunt sodalis fieri: numerus nationalis identitatis, numerus syngraphi viatorii, numerus diplomae vehiculis gubernandis, numerus assecurationis socialis vel valetudinis, et nomina aliorumin familia qui non sunt vel volunt sodales fieri.

I. The details of a member's identity outside the Societas Via Romana held by the censores shall not be transmitted to others except under the provisions below.

II. The city or equivalent location of habitation of a member, without the details of street/road and house number may be transmitted to the administration of the provincia in which he lives.

III. Each member is to give an address, either e-mail or conventional post, which the censors and all magistratus may publicly offer to everyone, but not for commercial purposes.

IV. Praetores in the course of adjudication may request and receive all details about a member implicated in a case from the censores.

V. The censores may transfer details concerning a member to a public judicial authority of a foreign power with the assent of the Senatus.

VI. If a censor or scriba censorius shall act against this consultum, it shall be the offence of Illegal Divulging of Private Details. The penalty shall be not less than removal from office, and expulsion from the Societas also shall be awarded. If the defendant is no longer a censor or scribacensorius, or if the divulging was for commercial ends or to a foreign public authority without the approval of the Senatus, this shall be termed "Aggravated Illegal Divulging of Private Details", and the penalty shall not be less than expulsion from the Societas.

VII. These details may not be demanded by any magistrate of the Societas from any member or applicant for membership: national identification card number, passport number, driver's license number, social or health insurance number, and names of other family members who are not and are not desirous of becoming members.

V. SENATUS CONSULTUM DE COLLEGIO GRAECO AGNOSCENDO (26 Dec 2754)

XI. EX DOMO M MORAVIUS HORATIUS BIS CON. SODALIBUS SPD (31 Dec 2756)

Hereby do I, Marcus Horatius bis consul SVR, post a unanimous decision of the Senate:

In accordance with the Regula Fundamentalis, Sect. VI, 4 the Senate hereby authorizes bis consul Marcus Horatius to appoint an interrex for the sole purpose of holding magisterial elections. Further the consul is authorized to prorogate or appoint magistrates as may be required to assist the interrex.

XII. SENATUS CONSULTUM DE DISCESSIONIBUS (03 Dec 2757)

This Senatus Consultum shall govern the internal voting procedures of the Senatus of the Societas Via Romana.

I. An official proposal, with the future intent of voting the proposal or a modified form thereof, shall only be considered as valid if:
  1. it is made by a Senator;
  2. it makes clear that it is a proposal;
  3. it sets a period in which the proposal shall be discussed, no shorter than one week and not longer than three weeks;
  4. it is made in the official communication avenue of the Senatus, or, if one does not exist, all Senatores have been informed of the proposal through e-mail.
II. After the discussion period on the proposal is over, any praetor or consul may let an official debate begin and recognise the proposal as official. This official debate shall be accompanied by the final proposal, if any. The text of this proposal, if any, is not subject to change from this point on.
  1. This debate may not last less than one week and may not exceed two weeks. The exact period shall be defined by the proposing magistrate.
  2. In case of absence of the proposing magistrate, any other praetor or consul may act as though they are the proposing magistrate.
  3. This debate shall be optional in case of non-legislative matters such as the recognition or derecognition of provinciae and collegia or other petitions laid before the Senatus.
  4. The announcement of the debate shall be made in the official communication avenue of the Senatus, or, if one does not exist, all Senatores shall be informed of the debate through e-mail.
III. After both the proposal discussion and debate period have passed, voting is to commence.
  1. This voting period may not last less than one week and may not exceed two weeks. The exact period shall be defined by the proposing magistrate.
  2. In case of absence of the proposing magistrate, any other praetor or consul may act as though they are the proposing magistrate.
  3. Votes shall be valid when, on the condition that they are cast within the specified voting period: individual Senatores make their voting preference known through the official communications avenue of the Senatus, or, in case one is absent, e-mail to the Senatus. The only valid options shall be "uti rogas", "nego" or "abstineo". Senatores may not change their votes after they have voted.
  4. The announcement of the debate shall be made in the official communication avenue of the Senatus, or, if one does not exist, all Senatores shall be informed of the debate through e-mail.
  5. Senatores strongly are encouraged to motivate their vote.
IV. A proposal is considered ratified if it has been approved by a normal majority (50%+1), with at least half of the Senatus voting, rounded up.

V. This Senatus Consultum is not retroactive and shall be valid only for the voting procedures after it takes effect.


XIII. DE REFORMATIONE COLLEGIORUM (18 Dec 2757)

[This measure is unique in our legislative history for having begun as a Senatusconsultum; been proposed to the Comitia as a decretum; and finally been put into force by Curatorial edictum, the Concilium Reforms having changed both our procedures and our institutions while it was pending.]

Preamble: This Senatus Consultum is aimed at facilitating cultural activities in the Societas Via Romana through the rearrangement of its Collegia as they exist in November 2757.

I. The Senatus hereby derecognises the Collegium Historicum and Collegium Militarium, in order to form the Collegium Historiae Antiquae, covering all topics previously covered by these two Collegia. Its field of study shall include, but is not necessarily limited to: the military, politics, diplomacy and interpretation of the history of the Roman civilisation and related cultures from that era. As long as no elections are held for this Collegium, the two rectores of the aforementioned derecognised Collegia shall jointly occupy the office of rector.

II. The Senatus hereby derecognises the Collegium Artium and Collegium Philosophicum, in order to form the Collegium Artium, Philosophiae et Scientiae. Its field of study shall include, but is not necessarily limited to: science, architecture, literature, poetry, sculpture, painting, philosophy, lifestyle and entertainment of Antiquity. As long as no elections are held for this Collegium, the two rectores of the aforementioned derecognised Collegia shall jointly occupy the office of rector.

III. The Senatus hereby derecognises the Collegium Graecum and Collegium Latinum, in order to form the Collegium Linguarum Antiquarum. Its field of study shall include, but is not necessarily limited to: the linguistics, grammar, phonology, teaching, writing, speaking and interpretation of Latin, ancient Greek and other languages of related cultures. Other responsibilities which were previously carried by the former Collegia shall be dispersed among the other Collegia where applicable. As long as no elections are held for this Collegium, the two rectores of the aforementioned derecognised Collegia shall jointly occupy the office of rector.

IV. The Senatus hereby renames the Collegium Religionis into Collegium Religionum.

V. The Senatus hereby derecognises Collegium Vitae Quotidianae. Its former rector shall remain a member of the Senatus until next elections for the Collegia.

Note: this rearranging will only take final effect in November 2758 AUC or 2005 CE, by means of a simple majority vote in the Senate and the Comitia. Until that time however, the provisions set in this Senatus Consultum are to be carried out.
