I would prefer the second of those two options, looks more Roman to me. The first one reminds me too much of the Statue of Liberty and therefore of the USA.
But why creating something new? We already have a logo, just see above, the arc with the letters SVR. Why not turning that into a flag???

Welcome to SVR!
I like your third design the best, and I don't have any problems with a specialised American design, it would be good if we were to have an American provincia. Nice work.

I can't speak for any other American sodalis, but just for myself...I don't really like the American one, or the concept of the US having a separate SVR flag to begin with. The whole Old Glory-Statue of Liberty-yellow ribbon thing has been grossly overdone and politicized since 9/11, and I reckon I'm going to need a cooling-off period before I can even look at them as anything but Teflon for our President. (Not that he's had much luck using them that way.)
My own all-time favorite logo is the gorgeous black-and-gold number that greets people to our Web site. It is high-contrast, handsome, and readily rendered into any object that can be silk-screened (flags, mugs, T-shirts...). I'd wear a tie-tac with that logo on it, and lay my SVR ballpoint on my SVR desk blotter. And while that color combination is very sharp-looking, it is rarely used--therefore distinct for us, therefore memorable.
Calde, have you seen this logo? Does it give you any ideas?

SVR Venezuela, anyone...? (After all, I might go home...)
We come from all kinds of places. Brazil, I know, has a large Roman contingent, and I found several reenactor Legions in Argentina.
If you didn't want to do every individual country, you could make flag designs for regions; in South America those might be Brazil (on its own or with the Guianas and Guyana), Gran Colombia (Venezuela, Colombia and Ecuador spun off from this superstate), Peru and Bolivia, and Chile/Argentina/Uruguay/Paraguay.
Ya think...? (Hey, I wouldn't ask if I didn't like your work.)

Why should we have flags for every provincia of the SVR when we're just discussing at the concilium if we shall drop the provincia.
I favor just one flag of the SVR in general and like the one with the arch on white background bordered with gold and red or alternatively the arch together with the fasces symbol.
